The first time Joseph wept (Ge 42:24) was when he listened to his brothers talking about their seemingly regrettable mistake. Yet, "Do not take revenge, …but leave room for God's wrath, for it is written: 'It is mine to avenge; I will repay'"(Ro 12:19).

Joseph might choose to forgive and his heart yearned for his brother due to strong brotherhood. Therefore, he blessed his little brother Benjamin with sincerity. That's probably why he wept the second time (Ge 43:29-30).
