To save the Egyptians who suffered from the severe famine, Joseph bought all the land of Egypt for Pharaoh. This way helped the Egyptians survive and the land might not be desolate. Yet, he didn't ask the priests to save their land since they lived on a fixed allowance from the Pharaoh.

Besides, the Egyptians should give a fifth of the harvest to the Pharaoh. It seems that this was a win-win strategy. Joseph gave a helping hand to those in need and in the meanwhile didn't sacrifice the welfare of the Pharaoh.
