Those who have never heard about gospel will be judged by the law, a law to themselves. People who have heard about gospel but have never acted on the base of it have no right to accuse the Gentiles since all who have sinned under the law will be judged by the law.

Besides, "God does not show favoritism and partiality" (Ac 10:34; Ro 1:11). The true light coming into the world gives light to everyone (Joh 1:9). In general, the bottom line is one's conscience (Ro 1:16). For the doers of the law who will be justified, they have more communication with the Lord throughout their lives and will be less likely to do by nature what the law requires.
